What Is "Karenssi" in the Finnish Welfare System?
In Finland, the unemployment insurance system (managed by Kela for basic allowance and private unemployment funds / työttömyyskassat for earnings-related allowance) is designed to insure against involuntary job loss. When an employee terminates their contract voluntarily, the employment authority (TE-Services / Työmarkkinatori) investigates whether the resignation was justified.
If TE-Services determines that the employee left their employment without an acceptable statutory reason (pätevä syy), they issue a binding labor policy statement (työvoimapoliittinen lausunto) imposing a 45-day suspension period (karenssi). During these 45 days, no earnings-related unemployment allowance (ansiopäiväraha) or basic unemployment allowance (peruspäiväraha) will be disbursed.
Valid Grounds for Resignation Without Karenssi
Under the Unemployment Security Act (Työttömyysturvalaki 1290/2002), an employee has valid cause to resign and avoid the 45-day penalty under the following defined circumstances:
- Health and Medical Inability: Continuing the work is detrimental to your health, verified by a medical doctor's B-certificate (B-lääkärinlausunto). Crucially, the medical certificate must be dated prior to your resignation, and occupational health must confirm that the employer could not accommodate you in modified duties.
- Relocation for Family or Partner's Employment: Moving your permanent residence to another locality because your spouse or cohabiting partner started permanent employment or business there, provided that your daily round-trip commute from the new residence would exceed 3 hours for full-time employment (or 2 hours for part-time).
- Severe Employer Breach of Contract: The employer fundamentally breached their legal obligations (TSL Chapter 8, Section 1), such as prolonged non-payment of wages, recurring severe workplace harassment that the employer failed to address after notification, or gross safety violations endangering health.
- Excessive Daily Commute: The employer permanently relocates the workplace, causing your round-trip commute to exceed 3 hours daily for full-time work.
How to Register with TE-Services / Työmarkkinatori
Regardless of whether you anticipate a waiting period, follow these critical rules:
- Register on Day X+1: Submit your online registration as an unemployed jobseeker on Työmarkkinatori.fi on the very first day following the expiration of your notice period. Benefits can never be paid retroactively for days prior to registration.
- Submit Supporting Documentation: If claiming exemption grounds, upload your medical B-statement, spouse's employment contract, or proof of relocation with your initial TE-Services registration.
- Serve the 7-Day Self-Liability Period (Omavastuuaika): Even if karenssi is waived, all jobseekers must fulfill a standard 7-business-day deductible period before payments begin.
